NorCare

NorCare (Nordic Home Care Cluster Platform) is a Nordic collaboration between the business clusters Welfare Tech, Norwegian Smart Care Cluster, Business Region Gothenburg/All age Hub and Oulu Health. The main objective of the project is to support the internationalization of Small and Medium sized Enterprises (SME's) through knowledge sharing about the markets, matchmaking and collaboration/innovation projects.

Technology based care, assisted living and enabling environments that includes elderly and vulnerable citizens in society is identified as an important element to secure care and quality of life for a rapidly increasing elderly population in Europe. The Nordic countries, having quite similar healthcare and welfare models, have over the last decade invested heavily in innovation of new products and value chain within this area. The products are ready. The evidence is ready. But the products need integration, and the business and service delivery models need development and innovation to meet the requirements that will enable the municipalities to implement in large scale and harvest the benefits. The pre-commercial dialogue (PCP) with the municipalities is therefore crucial, and the clusters have an important role to play as impartial partners in the process.

NorCare aim to unleash the huge potential of pre-commercial procurement where public partners and private partners collaborate, essentially to develop better product and services. Here the Nordic countries, with a primarily public health sector, can take leading position in Baltic Sea Region and in the rest of Europe.

The project creates a common platform integrating the activities of leading welfare clusters and SME intermediaries in the Nordic countries: Denmark, Norway, Finland and Sweden. And they are expected to lead multiple cross-national partnerships and collaborations e.g.:

  • SME's get closer collaboration to end-customers (municipalities) and system integrators (large companies)
  • Municipalities and involved clusters exchange information in innovative procurement
  • Cross-sectorial cooperation benefits, e.g. specialised SMEs in IT and/or sensor tech help to create IoT assistive products and services
  • Closer R&D collaboration between SMEs, larger companies, municipalities and universities
